Is it extortion to ask for a charitable donation?

A police offer pulled me over for speeding even though I wasn't. He handed me a ticket alon with an attachment that stated I had the option of pleading guilty, not guilty, or donating a toy valued at $40 or more to their annual drive. The ticket is untracabe if I donate the toy. I've heard of plea deals with prosecutors similar to this but since its from the officer himself is it extortion?
