The speed of an electron is very dependent on the material it is flowing through. Given that you know the velocity factor of the material it is in you can use the speed of light times the velocity factor and determine how many meters or feet it will travel through the length of that material. You are not giving the length of that material and its velocity factor. If you ume that it is traveling at free space velocity, it will travel 300,000 meters in one second. Divide the length of the material by 300,000 and that will give you the fraction of a second that it takes to travel through your circuit.
