How do you submit an idea to change an amendment in congress.?

Lautenberg Amendment. The act bans shipment, transport, ownership and use of guns or ammunition by individuals convicted of misdemeanor domestic violence, or who are under a restraining (protection) order for domestic abuse in all 50 states. The act also makes it unlawful to knowingly sell or give a firearm or ammunition to such person. I wish to submit a possibilty of a change of this amendment to congress. The idea i wish to submit is reinstate the firearm ownership of domestic violence FOR people who have no past gun crime records and did not use guns in the domestic violence. How would i go about doing this? I live in Utah.
