Can someone tell me about the transformations to the senate and how the government was structured in rome...?

The Roman Senate was a gathering of the elite, elected by locals, yes, but also they were always part of the upper cl, both financially and socially. They gathered to debate issues but it varied as to how much real power they had. Being a body of the elite, they could bring the force or weight of the upper cles against and with an emperor. However, at times an emperor would be so strong he could make the power of the senate fairly meaningless. It varied from time to time, and also from one emperor to the next.
